Is it obligation of the school to release the transcript of records of their students?

They can release it to another school that the student transfers to...students over 18 and parents of younger children can look at them....Is it obligation of the school to release the transcript of records of their students?
Depends...


A school can refuse to release a transcript if the student has outstanding obligations (such as hasn't paid some school fees, or owes fines for lost books or damage to school property or something, or hasn't returned borrowed school books, or some other problem).


And the school must have the appropriate paperwork signed by the appropriate people (so if a parent with custody refuses to sign paperwork for it, a non-custodial parent may not be able to get it without a court order).
