NO, they do it all the time. They have been sued many times and always win. It is in your enrollment agreement
No. They can withhold your transcript until all your outstanding bills are paid.





Funny enough, some years back I had mine withheld over 70 cents worth of book fines at the campus library.
Log into your schools system... the same one you use to register classes, and there should be a link there somewhere that says veiw my holds.. Colleges will place a hold on your account if you owe a parking ticket (from the school) or your lacking a physical, etc... happens all the time.. just find out what you owe, take care of it, and there you go... they'll give you your transcripts
No transcripts issued until the bill is paid in full. That's the rule and no way around it. Pay up.
