Yes. Your diploma proves that you graduated. And that's all it proves. It doesn't say if you took basket weaving or calculus. It doesn't say if you got all A's or all C's. It doesn't say what kind of student you are. It only means that you met the (very low) requirements for graduation. You have to meet way more than the minimum standards for high school graduation in order to go to college. And you need to be able to prove that you more than meet the minimum standards for high school graduation. Yes a diploma is proof enough, but admissions want to see what you did while you were there. College can be a challenge, and top schools accept only top students, who can keep up with the others. The same is true for tier 3 schools. Really, you're applying for college and didn't know this, already? Get help from a professional at your HS who can navigate you through this. Your parents should've educated you on this process many years ago.
Your transcripts shows what classes you took in HS and what your grades were. They need that information along with proof you have a HS diploma.
