have to come directly from the former institution I was attending? I am still paying on a bill from when I took classes before and the former institution is refusing to furnish me with my transcripts until the entire amount is paid. Can they legally do this?If I have my official college transcript can I mail it to the new institution I will be attending? Or does it
1) It must be sent from the other university in a sealed envelope.
2) Yes they can legally do that. Every university has a similar policy.
