The records are transferred to the state, another college, or the accreditor to be managed but are not simply lost. It becomes more complicated to get the transcripts but it's possible.
Your friend will need to find out who has the transcripts is all.
Plenty of colleges (even state colleges) have closed over time - their graduates don't suddenly become unable to use their degree.Has a university or college ever lost all transcript records?
I've never heard anything like that happen. Even if the university did close, there should still be a record of it somewhere.
